How come everytime I get a restricted phone call it does not unblock it when I hit reject, but if I block my number on another phone and call it then it on blocks it?.

I've text about this Issue before and it's the same. When calling from my home the number is coming up as someone else, therefore how do I know if the other calls that are coming thought are real.
