IRS or Internal Revenue Service is the federal agency of the US government and is responsible for the collection of taxes in the USA. It is the part of the Department of the Treasury and is headed by the Commissioner of Internal Revenue. The foundation of IRS was decided in the backdrop of American Civil War by then President Abraham Lincoln, who sanctioned the office of Commissioner of Internal Revenue through the Revenue Act of 1862. George S. Boutwell was appointed as the first Commissioner of Internal Revenue. The Congress brought some changes in the act in 1894 but it was declared “unconstitutional” by the Supreme Court. Income Tax ACT came to existence again when it was passed through the 16th Amendment in 1913. It was renamed as Internal Revenue Service from the Bureau of Internal Revenue in 1950's. It started its online services for people to fill taxes in 1996. The IRS Restructuring and Reform Act of 1998 introduced several reforms and changes in IRS Code.

The organizational structure of IRS is composed of the Commissioner, Deputy Commissioner for services and Enforcement, and Deputy Commissioner for Operations Support for perform various administrative duties. The Commissioner functions as the head, director, supervisor, and administrator of the IRS and is appointed by the President of the USA. IRS is divided into four main administrative units: Large Business and International units, the Small Business and Self-Employed units, Tax Exempt and Government Entities unit, and the Wage and Investment unit. The IRS has also set up Criminal Investigation Division to investigate the violations of IRS laws and crimes related to it.

The IRS issues various tax forms for individuals and organizations which are used to fill up the information about income, tax calculations and other necessary information. The agency has published 800 types of such forms. The most common form is Form 1040.

It has designed several programs such as VITA and TEC to impart the training to the volunteers and provide counseling and assistance to the taxpayers. These programs provides online training to the volunteers through tax preparation software, mock tests, study materials etc.
